Las violaciones a los derechos humanos de los migrantes centroamericanos en las recomendaciones de la comisión de derechos humanos de puebla, México, 1993-2016

Resumen

El presente artículo tiene como propósito analizar las recomendaciones
que fueron emitidas por la Comisión de Derechos Humanos del Estado
de Puebla (CDHEP) a las autoridades públicas, por violaciones a los derechos
humanos de los migrantes centroamericanos durante el periodo
1993-2016. La pregunta de investigación que se plantea es si del cumplimiento
de las recomendaciones deriva la reparación de los derechos
vulnerados de las víctimas migrantes. Los resultados obtenidos revelan,
por un lado, que la Comisión poblana comenzó a recibir quejas de migrantes
a partir del año 2013; por el otro, que en todo el periodo analizado sólo
recibió veintinueve quejas de este sector social vulnerable (2013-2016), de
las cuales sólo tres se concluyeron por la emisión de una recomendación.
Finalmente, se constató que el cumplimiento de las recomendaciones en
materia migratoria no implicó la restitución de las víctimas migrantes en
el goce de sus derechos humanos vulnerados.
