Resumen

La situación de los sectores de la salud y la seguridad social en salud, antes y después del SGSSS y la desproporcionadaconflictividad en su desarrollo, llevan a buscar factores más allá del Sistema, inmersos en sus funcionesbásicas.Se describe, la distribución de las “Reglas de Juego” Legales y Administrativas del SGSSS de diciembre de 1993a febrero de 2011, entre las funciones básicas, enfatizando en articulación, prestación de servicios y administraciónde riesgos.La modulación legal y administrativa ha sido profusa, más no tanto otros tipos de ella, pero su distribucióndista mucho de ser lo esperable dados sus niveles altos en Prestación de Servicios y la muy baja participaciónde la Articulación, la cual debería haberle generado las potencialidades que el SGSSS tendría para superar loencontrado antes y que la modulación sesgada solo reforzó. El financiamiento y el diseño financiero tienen unamodulación adecuada.

Abstract

The situations of the health sector and social security in health, before and after the Reform and the disproportionateconflict in their development, have to look beyond the factors deleterious health sector, the basicfunctions involved in the Reform.The study describes the distribution of the Reform Laws of the Game of Colombia in December 2003 to February2011, among the four (4) basic functions and subfunctions, with emphasis on joint service delivery and risk management.The legal and administrative modulation has been profuse, but not much other types of it, but its distributionis far from what would be expected given their high levels in Provision of Services and the very low share of thejoint, which should have generated the potential that would have to overcome what SGSSS before and foundthat the modulation only reinforced. Financing and financial design have a proper modulation.
